John -- As you know, the how to lists two ways to add pictures - manually mapping and creating a rule. Since you are looking for a list of users, I assume you are following the instructions to manually map the pictures. To do this, you'll need to log into the WebDir web interface to access users. System Manager allows you to configure system settings (including creating a rule to map pictures). System Manager does not allow you to access user properties, you'll need to access the WebDir web interface to do that.
